sorry to give out bad news,  but a Norwich coucil officer decided I wasnt using my house often enough, apparently because I had emptied it out,  in readiness to swap it.

 I had a notice to quit, and then I spent 5 weeks on a mental health ward with a stress related breakdown.

 Such is life. I'm recovering with relatives.
I wish you all far better luck with your own council officers.

I hope you are feeling better very soon.

I don't know the law on these things but if you do need any advice I am sure Mart will try to help you.
